Why are all the usual entry points in caiger ehb?

so... there's this survivor sitting in what's supposed to be an entry point for my mall. the past few days, the cades have been at EHB when I go through there. I've been thining about keeping an eye on this survivor (he only has two human skills, and one of them is barricading)... and maybe... I've never considered killing a survivor before...
