Sure, at least some of the settlements are removed, but they're planing new ones. And yes it,s an occupation, it's a bloody wall along the border! It's a little like the US building a huge wall to keep Mexicans from getting in illegaly. And then moving the border a couple of miles into Mexico to increase security.
