It should be "I know what the Council of Leaders is" not "I know what the Council of Leaders are". 'Leaders' is not the subject, it's just a modifier, so 'Council', which is singular, is what the 'are' refers to. Thus it should be 'is'. And you say you are going off to college? Anyway, the link.
