A laser is probably the one that could actually be built of these, so that goes. Mind-Control is what we have media for, so I decided that a Weather Machine was the way to go.
It might also be easier to affect the weather as well, taking into account climate changes.
And you need some sort of plan after the device is constructed as well, maybe demanding some land of your own from the UN to begin with, and always having the device ready while you construct something that could further expand your grasp over the human race?
