I got maybe 3 plans that are semi-viable:
1) A machine for generating hurricanes via microwave heating, which would require about the entire world output of electricity to function
2) A machine that generates squall lines via disruption of the jet stream, which in my area of the country would create things called "haboobs"...how awesome is that?
3) A ground based lightning generator, similar to your ion cannon
I'm a fan of mr. edison and mr. tesla, both of which proposed weapons akin to this, Tesla's in particular looped the particles through the atmosphere until a sort of super-static charge built up...then BOOM!
It'd probably be easier to base something like this on the ground than in space
