is it possible, and perhaps preferable at this early stage of development to include the training/mind control of the worlds starling population. With numbers in the trillions they would be a formiddle way of kickstarting spin cycles in the air. If you coated them either in NO2 or a flammable agent you could also induce temperature change. If any of them showed any signs of insubordination you could feed them to the white fluffy cat on your lap. I feel they have small brains and should be easy to manipulate - weather it would work in your grand scheme or not I cannot say.
