I'm not actually going to build something, I'm going to design something, it's a thought experiment to see if science fiction has come true or not. There are MUCH easier ways to cause a lot of damage with very little money. Even if you look at the energy-to-damage ratio, a hurricane machine would suck up the power of thousands of H-bombs, and do a little less damage than just one.
I think the USA would do well to get defense experts to sit down with sci-fi authors, we all have very scary ways of causing mayhem with little effort.
