While the morale and strength is present in Blackmore, I see the immediate opportunity for expansion from Blackmore. It would be the optimum time to consider taking another building and commiting to it. With the numbers you have available, you could easily shave off a unit to accomplish this.
There are pockets of survivors working on Ridleybank, but your southern region may be the most essential and beneficial.
