Pretty much what fang said. To defend against a horde like Shacknews or (now) LUE, you would need a massive--and I mean massive--force of survivors coordinating the defense. You would also need some sort of prescient foreknowledge of where they are going to hit, which is very difficult to get without them announcing it publicly like 3 or 4 days beforehand.
Against a conventional zombie horde such as the RRF, I would agree w/ you--and, in fact, as you've pointed out it has been done. However, LUE is basically one large strike team. The advantage we have over them is that hordes that follow the "Shacknews" pattern generally have a specific list of targets, and that if you can figure out what those targets are and avoid them you're generally safe (or at least as safe as you can be in Malton). What I would suggest isn't so much "River Tactics" as it is a form of guerilla warfare.
I will agree that I would like to see a lot more fortitude from Malton's "sheep" population, however.
