The best idea i can think of for new, active recruits is to poach from other games/forums. We could have a great big battle and gain recruits from it... but we need new recruits to stage a great big battle.
Seducing a new group to join the NMC would help temporarily, the old groups have been slowly merging for along time with most players lone wolfing. (I would play but im still hooked on call of duty 4)
