Where is everybody?

I can't get a decent cell phone signal anywhere in this godforsaken city, I haven't seen a generator since I first went on vacation(it wasn't easy to crawl under the quarantine gates with the lights shining), and I've seen a total of maybe twenty survivors in the past 5 suburbs I've traveled through.

anyone care to tell this ol' country doctor what happened while he was off visiting the motherland?
