I suggest this: employ a security team for the day of the speech. Bring down the cades an hour or so before the event begins, and the in place security team will deal with any disorderly patrons before and during the engagement. We could even draw this team from the ranks of the librarians.

The cades can then be raised again and any further unruly patrons dealt with.
