I agree it's very flawed, but still, I don't see much else better out there in that respect. The way I view it, it's the same as any PK list that the TNR (just an example) would have, but made public so that it's more complete.
I can't really agree with your particular argument against it. After all, you could have just reported the PKers, then killed them constantly without reporting your bounties. Just cause it's flawed doesn't mean it can't work to your advantage
I do think the concept of "former" PKers being able to post on it is bullshit, though. I've been in the MM for a week, and I've already had to apologize for killing someone who was only on there because he was in a war with a PKer who chose to report him. Well, I didn't have to, but it seemed like the right thing to do...
If you ever feel like running a PK alt, let me know. There's a little group around here that happens to specialize in killing people that annoy us
