In my experience bounty hunters really don't make much of a difference.
I run a Death Cultist so if he is killed by a hunter I'm just as happy killing as a zombie and revives are very easy to come by in most suburbs.
At the very most a bounty hunter is a minor inconvenience to a PKer. I know being hunted and put on a PKer list certainly hasn't discouraged my Death Cultist, if anything it makes it all the more fun to be a killer.
Bounty Hunters may be more effective if they just concentrated on reviving PKer victims but being a Bounty Hunter is a style of play just like anything else.
If it's fun to the player then why not do it? I don't run any hunters myself but I must say it is satisfying when one of my survivor characters hunts down a particularly annoying PKer.
