Hunting down one specific particular person is about the hardest thing to do in this kind of game. Tracking them down and killing them is harder. Tracking and killing someone who doesn't want to be found is probably the hardest.
Bounty hunting isn't about helping survivors, it's about the challange. That's probably why I'd rather go into Bounty Hunting than PKing, anyone can open fire in a mall or hide in a ruined building. Finding them however, is a different story.
