Many PKers enjoy the hunt, rather than simply shooting up a mall. Which is why we enter into wars with other groups so often - so that we have a specific set of targets to hunt down as they flee into other suburbs, before we gun them down repeatedly.
Bounty Hunters are fun to kill, because they'll come after you, and then it's a game of cat and mouse. Many survivors are too focused on protecting a small section of the map to put any effort into finding and killing you after you murdered them most brutally.
