A man in a police uniform walks down a barren street. He holds a bar of chocolate in his hands. Smoke can be seen from Monroeville Mall, which is approximately 15 blocks away from the man's location. The man enters the nearest Police Station, Mottier Plaza. A small group of people are hiding out in the PD.
"Anyone know where I can get more chocolate?"
