Unless you take into account the alternate time line theory...
The universe is made up of an infinite number of parallel time lines. Each moment in history is parallel with every other moment in history on every other time line. Thus time travel wouldn't be the travel back in time, but the travel sideways in the infinite time lines. By mere chance no one has chosen to travel into the past of our time line with any great effect, introducing the time machine. Thus we haven't had it yet.

People HAVE travelled back in time, just a limited number and the government is covering them up.
