Huey Pierce Long, Jr.: If you knew him, you either loved him or you hated him.
Huey Long was something of a prodigy, a rising star in the field of politics. He was also a man of contradictions--he tried his best to help the little man, but he wasn't afraid of using a great deal of intimidation and arm-twisting to get what he wanted from the legislature. No one dared oppose him directly; with control over pretty much the entire state, Huey could (and did) ruin men if he bent his resources toward that aim.
Huey was immensely popular, not only in his home state but in many parts of Depression-stricken America. It was rumored that he was going to run for President, and many people say he could have won, too.
Then he got shot.

Somehow or another, Huey managed to "wake up" and make it to Malton. Rumors persist that he had been transported to Malton by NecroTech, funded by a radical political faction that was willing to pay big money to see their hero, now dead for 70 years, returned to life (and political power). Regardless, he was later found, identified, and revived.
A man of Huey's disposition was not a man who could sit still for very long. Within weeks of his revival, using the same immense drive that had seen him through most of his political stumping tours, Huey was able to organize a small group of survivors to carve out a safe haven in a dangerous hotspot. The group was able to quickly gain a permanent foothold, driving out the local zombie population after a series of serious struggles.
However, as his group expanded, another facet of Huey's personality came into play--he could not and would not tolerate any opposition within his group. If you were in Huey's territory, either you did things Huey's way or you slept outside. Complaints and murmurings of dissent arose, but with a loyal core of fanatical devotees and no other alternative, most incidents were kept to a minimum, allowing Huey to wield a measure of power over the suburb that was disproportionately large compared to the actual, rather small, number of his followers.
In order to maintain control, Huey walks a fine line--He must keep the area safe enough not to merit attention from other organized groups, but dangerous enough to allow his threats to carry some weight. To this aim, he has returned to his old arm-twisting tactics--disassembling generators, tearing down barricades of "indefensible" buildings, and even bullying local NecroTech admins into temporarily closing down their operations in order to preserve this balance--and all in the name of "public safety." Of course, he always has a good excuse ready, and most of them actually sound convincing when he's the one talking.
Personally, Huey is rather unimpressive in appearance, aside from a bright, almost-perpetually-clean suit coat and a straw hat. He knows how to use a pistol but prefers to keep himself out of dangerous situations when possible, as he isn't exactly one of the fittest specimens of humanity. When it comes to other people, Huey is one who "blesses those who bless him and curses those who curse him"--he seems quite friendly, even suave, with newcomers and those who support him, but at the slightest sign of resistance he is sometimes prone to lose his explosive temper.
