why would leap year be an issue? and why the 139 day? why not your mommy issues birthday so we can overshadow her birthday with something much better? That's mean! Anyway, leap years would be an issue cuz...um...Well, don't worry about it. Just trust me.

how would they be an issue? if its the 139th day of the year then it will just alternate between days every 4 or 7 years, whenever leap years occur.

Um...yes, that's vaguely true, but it would be very confusing to...children, yes, kids, if the holiday wasn't on the same day every year. Confusing to children, you understand. Not blonds.
