Think about it. It's cheaper to sell a bag of cocaine mixed with some random feth then it is to sell a bag of pure cocaine. Works for pot too, though I imagine it's a touch harder to do. That's just what quality is...how pure something is (and in the case of pot, where it was grown and feth matters too...)
